Caregivers play an important role in supporting families who cannot find the care they need for a family member. Canada has a growing demand for live-in caregivers due to demanding careers, heavy workloads and an aging population.

Caregiving is a popular career choice in Canada, with an attractive and accessible job market. However, caregiver visas require you to be legally qualified to practice. Caregivers can work in the country temporarily or become permanent Canadian residents. Foreign nationals can sign up for caregiver programs offered in Canada, or they may have a direct family that wants to employ them as caregivers.

Canada operates two pilot programs for caregivers that allow foreign nationals to travel to the country and work temporarily or permanently: the Home Child Care Provider Pilot Program and the Home Support Worker Pilot Program.

These programs allow in-home caregivers to become permanent residents once they have at least two years of eligible work experience in Canada. If you have a valid job offer and want to be a part of the Home Child Care Provider Pilot or the Home Support Worker Pilot, you must apply for an initial home caregiver work permit at a visa office outside of Canada. If your request for a caregiver visa is successful, you will receive a letter of introduction from the Canadian visa office responsible for your region.

When you arrive in Canada, you must present your letter of introduction to the border services officer, along with your travel documents, to obtain your work permit.

Home Child Care Provider Pilot Program

This five-year pilot program allows qualified caregivers and their family members to come to Canada to become permanent residents. Applicants must possess qualified work experience as a home childcare provider. They must have provided in-home care to children under 18, whether in their own home or their employer’s home.

Home Support Worker Pilot Program

For this program, applicants must have qualifying work experience as a home support worker or in a related occupation. Applicants are not required to be employed at the time they apply for permanent residency, whether through the home childcare provider or home support worker pilot program.

The Home Child Care Provider Pilot and Home Support Worker Pilot offer permanent residence to caregivers who must meet the following criteria:

  • Have at least 12 months of full-time work experience in the 36 months before submitting their application. That work experience should match the duties listed by National Occupational Classification (NOC).
  • Pass language tests showing a Canadian Language Benchmark (CLB) of 5. Caregivers must take the IRCC-designated English or French language test and obtain a CLB 5 in all four language skills: writing, reading, listening and speaking.
  • Have one year of Canadian postsecondary education or foreign equivalent. If you possess a foreign equivalent you must obtain an Education Credential Assessment (ECA).
  • Pass an inadmissibility check (health, criminality and security). Immigration Refugees and Citizenship Canada (IRCC) conducts admissibility checks on permanent resident applicants to ensure that they are not a threat to the Canadian Society’s health and safety.

These pilot programs offer caregivers benefits, including occupation-specific work permits instead of employee-specific permits, open work permits and study permits for their immediate family members, and a smooth transition from temporary to permanent status.

Do You Need a Caregiver Visa?

While the pathway to permanent residency may be straightforward for caregivers, seeking the assistance of an immigration lawyer can still be beneficial. Hiring a lawyer is not mandatory for handling immigration matters, but it is advisable to do so.

An experienced Vancouver immigration lawyer can provide valuable support and guidance, helping you avoid common mistakes that could jeopardize your caregiver visa application. For expert assistance with your immigration needs, contact Goldman Associates.
