In April 2025, significant changes were announced to the British Columbia Provincial Nominee Program (BC PNP) which will impact applicants across the board. Data from the province indicates that it will focus on healthcare, entrepreneurs, and high economic impact candidates through 2025.

Suppose you are considering applying to the program or having access to British Columbia. In that case, we strongly suggest reaching out to immigration lawyers in Canada who are familiar with these specific concerns. When you contact us, we can help you determine your best course of action.

Changes Announced in April

In mid-April, the province announced it was committed to using BC PNP to meet just its most critical labour market and economic-specific needs. That comes after announcing the 50% reduction in the province’s allocation for 2025. The government of Canada stated that B.C.’s allocation for the BC PNP would be 4,000 nominations, a 50% reduction from 2024.

A key concern is that the BC PNP is expected to receive the same number of nominations for 2025 and thus continues to invite candidates. As a result, the program now has a significant backlog of applications, far exceeding the quota allowed.

IPG Applicants

The government also announced it will not process any International Post-Graduate (IPG) applications it received from September 1, 2024, through January 7, 2025. Anyone who applied during that time will be added to a waitlist. It expects to process all applications received prior to September throughout 2025.

The province also stated it does not plan to launch the three new student streams that it expected to and will not do so until B.C.’s allocation levels are restored.

Who Will Receive Invitations

Noting that it will give 2,900 of their allocation to people who have already applied, the BC PNP will only accept 1,100 new applications across the 2025 year. From that, it plans to focus on the following:

  • The Health Authority stream will take about 1000 of the spaces but will mainly focus on front-line healthcare workers (doctors, nurses etc.) due to the continued shortage of such workers.
  • About 100 invitations will go to people who meet the province’s strategic goals (this is not defined).
  • Entrepreneurs (business owner/operators).

The Background You Need to Know

The BC PNP aims to provide a way for applicants to gain permanent residence in Canada, specifically for those who have specific, needed skills. The province’s goal has long been to support the local economy by encouraging immigration from skilled foreign nationals. However, significant changes took place.

In October, the federal government made the decision to halve the landing allocation to all of the provinces. In 2024, that number was 110,000. For 2025, only 55,000 were allocated. At the start of this year, the government notified the PNPs of what that reduction would mean to their individual province. In B.C., that led to a drastic drop in new applicants to just 1,100.

What You Can Do If You Are Unsure of Your Rights and Opportunities

The modification will likely prolong applicants’ delays. The province plans to work with the federal government to increase allocations that meet critical worker needs and support economic growth.
